Legal Question in Criminal Law in Virginia

nolle prosecuted, dismissed cases and prepaid

ok my friend has changed, but he hAS A first offenders charge that was dismissed after completion and aalso a petty larceny charge convicted of a misemennnor. my real question is in the past he had a couple of caeses such as drunk in public, hit and run but luckily for him some of this cases were classified as nolle prosecuted and dismissed, he recently got a a charge(public intoxcation) buts probabbly a fine but he has sworn to change his ways...PLease is there a way that he can at least get the nolle prosecuted and dismissed charges of his record

since they were dismissed, prepaid?????? or nollle prosecuted?// is this possible? i asked this question before but i wasnt very clear??
