When getting pulled over for a brake light traffic violation can that stop be turned in to a felony drug stop research warrant for my apartment without the ow over of the apartments permission?

Yes, quite possibly, depending upon what the cops found in their
search of this vehicle. (The faulty brake light alone is sufficient justification
in and of itself for their initial probable cause stop of the vehicle.)
