I want to know if I have the right to have copies of my evaluation and drug test results administered by vasap.

Why don't you first make a request for the copies? If your request is then refused, you should ask for the basis for their refusal and make careful note of what you are told(and by whom) and save any documentation that is provided.
You may then wish to consult with an attorney to determine whether the refusal is legally justified.
