As a result, charges must be filed within 1 year.

NOT when you complain or write a letter or talk to someone.

The actual case must be started within 1 year.

You would probably want to go to the Sheriff's office and ask for the "MAGISTRATE" bringing any cooperative witnesses withyou and any other documentation.

Ask the Magistrate to swear out a warrant for the crime.

Alternatively you can file a criminal complaint with the Sheriff's office and ask them to investigate.
