Legal Question in DUI Law in Virginia

I am 19 years old and i just got charged with my 2nd underage possesion of alcohol charge. However, for the first one, I have already finished all of my community service hours and never had to meet with a probation officer. I am wondering what is the worst that can happen to me. The cops informed me that jail time would not be an option. My first offense was in Fairfax County, VA and my second in Frederick County, VA. Does that make a difference?

No, I would doubt that you're being charged with a second offense of minor in possession would make much difference irrespective of the jurisdiction involved, but since this is not a jailable offense in the commonwealth, the court might decide to impose the maximum fine of $500 for a "two timer" such as your self.
