My husband has a daughter, and she has been living with her grandmother instead and not with her mother, should my husband and his daughters mother be paying the grandmother child support, or it still doesn't matter?

Yes, of course, it matters, and if this appears to be a permanent arrangement, both your husband and the child's mother should be paying support to the grandmother.
