Legal Question in Family Law in Virginia

My daughter graduated high school in Jun 2011. I filed a motion to amend child support a month before she graduated (with the graduation date appearing on the motion). The court ordered a parenting class and mediation and set a court date in mid July. My ex spouse hired an attorney who sent a letter to the court saying we did not need to go to mediation since there is nothing to mediate. The attorney drafted a support agreement that says the effective date is the date when I sign the agreement - which I have not signed yet. What does the law say (and what law) is the effective date of the amended child support?

When the child graduates from high school or turns age 19, whichever occurs first. Va, Code Sec. 20-124.2 C.
