deposit return -no power of attorney

My mom passed before power of attorney could be established; her apartment won't return her deposit without power of attorney papers. what should i do now?

Power of Attorney(POA) appointment means nothing once the subject person has died.

If your mother died without a will(intestate), then you should go to your local probate court to apply to be appointed administrator of her estate and in that capacity you will have the legal authority to demand the return of her security deposit.
