Due to Child support

My soon to be husband is paying child support and he had signed over his rights sence the adopting took place in rockingham county does that mean that that court system would drop his child support to where he would only have to pay his back up time

Yes, very likely so, if in fact his parental rights regarding the subject child were terminated as part of the adoption process, but he will also need to have a motion filed with the court to vacate the child support order for current support and to set the amount of arrearages which he may owe as of a certain date.

None of the above is likely to happen automatically, and if the father of this child fails to follow through with having his support order vacated, he will very likely continue to accrue arrearages under this order(what you call "back up time").
