Legal Question in Family Law in Virginia

fmly law quest?
my sister married a USA born citizen in karachi, pakistan, after 2wks he left her there and came back to USA and got caught in Drug case and got prison for 10yrs, b/c of this my sister got a heavy shock and now she is on medicine she went to many times to the hospital for therapy, this guy used her and she sent letter everywehre for his parole so he just came out from prison and told my sister that he cant continue relation with her. and sent papers to her, but he didnt sent any papers, and lving with his mom in VA. my question is that my sister can sue this guy for damages and dowery money and if yes where she can start and how she can do all, and something i can do on behalf of her.

Damages and dowery money? Maybe in Pakistan, but not in the Commonwealth of Virginia, at least not on these facts.
