geting custudy and child support

My sons father is hardly around and we aren't together and i collect TANF at this point and he always complains and threatens to sign over his rights cuz i want child support and full custudy hes hardly around and only wants our son when hes in a good mood but if he gets mad at me he doesnt want him what am i obligated to? and will he stand a chance in court to take my son away from me?? i really need advice

If you are now collecting TANF, the DCSE will probably soon be in touch with this apparent putative father to establish paternity and a support obligation which he will be required to pay

as reimbursement to the Commonwealth for the public funds which you are now receiving for the child.
