Legal Question in Family Law in Virginia

Hi, my neice is married for 1 year and has 6 yr old twin girls. The husband has already had 1 domestic violence reported and she is very afraid of him. The only place she can turn is at her mother's and that is out of state. She needs to leave very soon. He has verbally stated that she can take the girls out of the state and he will sign something that she can have complete custody of the children. He said she can do everything because he is done. He said he doen't care about anything. The house is in his name, all the bills are in his name and of course he controls all the money. Sounds great. She will have to file to get child support but that will be in the state where she is going to live soon and he knows he will have to pay that. His name is on there birth certificates. Right now she doesn't have much time to even go to Legal Aid so she was wondering is there a form or something special he signs for these things?
