Shared joint custody can the father's girlfriend take my daughter to counselor without my permission or knowledge?

Yes, (in my opinion) unless such an exercise by the girlfriend is somehow prohibited by the

terms of this shared custody agreement/order whether express or, perhaps, reasonably implied.in these particular terms.
