Legal Question in Family Law in Virginia

My son has a baby with a girl he no longer dates. He is 20 now and she is 17. The baby is ten months old on Feb. 4th. The girl is under the legal supervision of her grandmother in Virginia, where we also live. However, with just 24 hours notice she moved with the baby to her mothers home in Michigan. My son hasn't paid child support because he keeps the baby 12/15 days per month. There are no legal documents for anything, such as child support or visitation. Is she allowed to just leave?
