what constitute a verbal threat. I was threatened by someone who said they wanted to kill me, with witnesses.

Yes, such as you've described does sound like it was a threat. But then what; did it turn into an actual assault(by putting your person in fear of imminent bodily harm or worse) which would've been a crime?
