Legal Question in Civil Litigation in Virginia

Dog fight, text harassment

A while back we had let our dog out at the same time as our neighbors two dogs. At some point the fence broke (no one saw how) and our dog ended up in their yard. Our dog has never been in a fight before and theirs has already gone after the other neighbors dogs twice. The injuries to all three dogs were superficial but being good beighbors we offered to cover thier vet bills. Now they are contantly harrasing us about getting rid of our dog and going to the "county". Ive researched county law in regards to this matter and our dog in no way fits the description of a vicious dog. Ive tried being nice and tried being stern but thier constant harping is really starting to upset my pregnant wife and Im wondering if there is something that can be done to press the message of "leave us alone, you are out of your mind"
