Legal Question in Civil Litigation in Virginia

Forcing live-in girlfriend from home without fear?

My neighbor has a live-in girlfriend that has been there for 8 or 10 months now. She has been going out at night, trespassing on others propert, and stealing some plants and flowers to put in her own yard! The neighbors are fed up. Can our friendly neighbor put her out of his house without fear of retribution from her? What are the legal guidelines for him?
