Is it legal to own a Slim Jim �lock smithing tool?� If yes, can it be carried in your car?

yes, it's legal to own and possess a slim jim, and to keep it in your car. caution: it's illegal to be in possession of "burglarious tools", which can be anything the police take a notion could be used in a burglary. i doubt if a slim jim qualifies, but there it is.

there's also an obvious risk of arrest if someone else breaks into a car and you get accused because you had the means to defeat the door locks.

another question i have is, if you lock yourself out of your car, how will you get to the slim jim?

it's best, i think, to leave the slim jim at home, and call someone to bring it to you when you lock yourself out.
