which state do I sue in

I wired a friend money who lived out of state at the time and has since then moved to another state, which state do I sue in and can sue for travel if I must go to her state?

To be sure of establishing effective jurisdiction over this person, you should sue her in her state(probably in small claims court), but it's unlikely that the court would award you travel costs in the event that you should prevail in your suit.
