In a Virginia Civil Litigation suit, is it necessary to have a unanimous jury verdict or does a majority decide the case?

Is it better to have a Judge decide?

Jury verdict must be unanimous. Sometimes a Judge is better, but it depends on the nature of the case and the Judge.
