Can i bring my girlfriend to the States if im not a citizen, but hold a green card? She's been here for 2 summers in the row as an exchange student and was denied in visa on 3rd time.

If you mean to ask, as a lawful permanent resident("green carder"), are you eligible to sponsor your girl friend for a class K-1 visa(fiance), the answer is, no, you are not; only U.S. citizens are eligible for such sponsorship of fiance visas.
