It might be possible, in answer to your first question, if the USCIS decided that this third DUI offense generating a felony conviction amounted to a crime of moral turpitude, although generally DUI convictions are not considered CIMT's(Crimes Involving Moral Turpitude) as the U.S. Supreme Court opined in the Leocal case from Florida a few years ago. And, yes, you should be able to go to your sister's wedding in the U.K. as long as such a jaunt would not violate the conditions of your pretrial release.
