sir am a permanent resident here in US, whats the fastest way to bring my wife here in US? what type of visa should i file?, coz ive read k-3 visas are for US citiznes only. is that true?

Yes, the K-1 and K-3 fiance visas are for U.S. citizens only. You could sponsor your wife for a green card by filing the I-130 (petition for alien relative)but since you're only a lawful permanent resident, the wait could be considerable.
It would likely be faster for you to naturalize and become a U.S. citizen
yourself and then petition for your wife which should vastly reduce the waiting time to bring her to America.
