Can L2 visa holders work without an EAD with valid I-94 and marriage certificate? SSA official website claims this while nothing is given on USCIS website.

An L2 spouse can work, but he or she must apply for authorization to do so. The spouse has to wait until employment authorization is granted and the EAD is issued.
