It's more a question of what your relatives in Vietnam will need to do(rather than you), i.e, make application with the required supporting documentation for a visitor's visa(category B-2) at an American embassy or consulate in Vietnam. Once they are issued the proper visas, they will then be free to travel to one of the approved ports of entry to the United States. Upon arrival there an officer of the Department of Homeland security will review their documents and, if approved issue your relatives an I-94 record of arrival/departure card. In the bottom righthand corner of this card this officer will note precisely the date by which your relatives must depart the United States.If they wish to extend their stay beyond this particular date they must file an application with the Bureau of Citizens and Immigration Services (USCIS)form I-539 well before the expiration of the date noted on the I-94 card departure date.

It's important to keep in mind that once in the United States, noncitizens must present their issues/requests in a timely manner using the appropriate form(s)to the Department of Homeland Security's USCIS and not to the Department of State which normally is no longer involved in any aspect of their visit or stay in the United States.
