Uninsured Motorist

My family member (18 years old) was driving his car (uninsured) and at fault in an accident. A report was filed by the police and he was cited w/2 tickets - 1 for no proof of insurance, 1 for illegal turn. If my family member refuses to contact the insurance company (of the person whose car he hit) to settle this what are the possible ramifications? It is likely $2000 worth of damages. What are his options if he does contact them and he has no employment, no money and the car is in the impound?

Likely as not he will get sued, there will be a judgment that accrues interest more or less forever until he either pays it, or it becomes so large he has to file bankruptcy. His credit will be shot, and his driver's license will be suspended.
