After work was completed and sent to someone who requested it overseas, he explained that he has not received any work. Are there any legal actions that can be taken to ensure that he receives it a second time? Additionally, what type of intellectual rights are there and how can they be requested?

What "work"? How do you want to send it? You can send something FedEx or DHL overseas; it can be tracked and insured.

What type of intellectual property rights are there for WHAT? Patent (inventions), Copyrights (artistic works), Trademarks (brand names of goods/services), trade secrets (proprietary information).
