can newspaper "A" claim ads done for customers are copyright property of the newspaper "A" and prohibit the customer from giving the ad to another newspaper ("B")?

Any attorney will say it depends on a number of factors. If the ad is deemed to be a work for hire, then the copyright doesn't belong to the newspaper to begin with. If for some reason, it's not, copyright only protects the exact expression of an idea. Modifying the ad should get around the copyright.
