i need information on the legality of co-habiting with minor children.

If by cohabiting, you mean engaging in sexual relations with minor children, such conduct is not

only illegal but criminal(on the part of whoever is doing it), not only in the

Commonwealth of Virginia but in all other jurisdictions of the United States.

Note: there are exceptions where an adult spouse can receive special permission to marry a minor under age 18 in particular circumstances.
