position I accepted was never position i filled

I accepted a positon that was newly created in a company to be the Project Manager for a Software rollout to include training of users

The job I effectivly now have to do is helpdesk. After a self training period of 2 months I had to start answering helpdesk tickets and that is all I am doing now.

I never received a job description but I was introduced to the users has the new PM.

I left a nice job for this - a Business Analyst position - what I thought was a step up in my career turns out now that my position will not change (I talked to the HR Director)

I would have never accepted this job if this would have been the verbal position description.

I want to leave this position but need the money and insurance.

Can I receive severance?
