Can an agreement by legal without notarization

If I give my adult child who lives in a mobile home on my property, a list of ''rules'' such as how much to pay me per month for using our washer/dryer, cell phone charges abuse, meaning over the allow minutes alloted and general things such as not using hot tub when we are not there or maybe cleaning up after the dog when walking him on our property, just general things like that, does that aggreement have to notarized to be valid in the state of Virginia or can my son tell me that he was incapacitate at the time he signed the aggreement, and it won't stand up in court?

No, there should be no need to have a properly constructed agreement(contract)notarized in order for it to have legal enforceability.

And, there is certainly nothing wrong with having a written list of what you term "rules" that your adult child is to follow if he chooses to occupy your mobile home. However, as a family matter, it is probably less than advisable to make such a list with the objective in mind of having to take it before a judge for enforcement.
