Eviction of Tenant from Townhouse in Northern Virginia

What is the proper procedure to start eviction notice on a tenant that is repeatly late and some time do not pay at all? How far in advance do I need to start these proceedings?

Probably about 60 days.(A defaulting tenant is normally first served with a five day pay or quit notice.)
