What is the legal way about a pay or quick notice, dont the manger have to file necssary paper work in order to flie a pay or quick notice

If you mean the notice that a landlord (or property manager)may post on a delinquent tenant's door, a.k.a., the 5 day PAY OR QUIT notice, that's all that the law requires, i.e., posting it on the door.
