Legal Question in Landlord & Tenant Law in Virginia

I live in virginia. my apartment complex has a pool and issued new pool passes out to people like they do every summer. My family recieved 6 pool passes 2 guest passes and one for every family member. Nothing more was said about these passes. october 18th i recieved a letter from the apartment complex stating that all residents had to return there pool passes by october 30th or they will be charged $5.00 per pool pass. If the money was not recieved they wil take it out of rent on the 1st which would make the rent check short which means it will be late. there is a 10% charge on all late rent. Is this legal we recieved no notice the pool passes had to be returned they never have before and then they only give us 12 days notice to pay for them.

Check your lease or contract with pool. If not in there, you could contest it and refuse to pay.
