Legal Question in Landlord & Tenant Law in Virginia

I have talked to apartment manager about my neighbors...I believe they have been using a listening device to hear out conversations and now are using some sort of camera to look inside our apartment and at me taking a shower... the apartment manager has spoken with the neighbor who of course denies and says we are noisy which we are not. I am at my wits end with this... The mgr says she will speak with her mgr about this about next steps...What can I do, my privacy has been taken away...

FYI, you're going to need more than mere belief, i.e., factual, credible proof,

which can support such a belief that in fact your privacy rights have been egregiously violated by these neighbors in the manner that you've described before you're going to be able to get anywhere with this claim (my opinion).
