Legal Question in Personal Injury in Virginia

I was in an accident in a rental car in the state of florida in a parking lot. all the officer gave was exchange of drivers info sheet. the other party was clearly at fault but no fault was given. the rental company my car was from is now making me pay for the damages because the other party did not claim the accident with their insurance so their insurance won't pay for anything if their party didn't file with them, and the rental agency doesn't pursue the insurance company other than the first time request of payment, so i'm left to foot the bill of over $1000. what can i do to make the other party pay for these damages?
