Legal Question in Personal Injury in Virginia

Is it legal for a first responder of a fatal accident to take pictures and then send them to a media outlet? Even before the police had been on the scene.

Yes, of course, the highways are public venues, and "highway papparazzi" are

free to take whatever pictures they want, even if some of them are

clothed as EMS personnel (in my opinion).

It may be, of course, that the first responders of the particular agency involved may have rules against such picture taking but that would be another and separate issue.
