If a neighbor has dogs that are running lose, (no leash law) are the neighbors responsible for damage to your property ?

You do not provide enough facts to answer this properly. I assume you mean provable and significant damage caused by the dogs and that there is a leash law prohibiting "running loose." If that is the case and there are other circumstances, they could be responsible.
