If you mean to ask whether there are agencies which provide low cost legal services to low income residents, the answer is yes there are such as Northern Virginia Legal Services (in the NoVa area) or Blue Ridge Legal Services out in western and southwestern Virginia. (These agencies, however, limit the kinds of legal cases which they agree to take on and may not include personal injury cases.)
