Is a landlord excempt from the VA state rental/landlord law if they only have two rental properties?

Yes, any landlord is exempt from coverage under the Virginia Residential Landlord Tenant Act(VRLTA)

who has four or fewer such rental properties. (See Va. Code Sec. 55-248.5(10).

By statute,your landlord would be exempt. However, some landlords unwittingly bring themselves under the ambit of the VRLTA in the lease form they use. Check your lease carefully.
