Who has the rights or responsibility for trimming branches overhanging a fence and hitting a house, and what if the tree poses a threat of falling?

The owner of the land which is overhung by this tree normally has the right to have these overhanfgng branches

trimmed back to the property line in such a manner that does not damage the tree.

And a tree which poses a threat of falling would normally be the responsibility of the owner

of the land on which the tree sits to take whatever action may be required to mitigate

such a threat.
