Legal Question in Real Estate Law in Virginia

Selling jointly owned property

My two brothers and I received a house and property from our parents of which our mother is still living. Two of the three brothers would like to sell the property and the third would not and he can't afford to buy them out. What legal right would the majority have and how would they proceed?
