Septic Tank/Health Dept. Issue

I have a question involving our local health department and issues with our septic tank. We built a new house on my grandparents old property and have used the same septic that they had. Recently, we've been having some issues with our septic and we have been told that it needs to be replaced.

With that comes the fact that we must tear down two existing buildings on our property, all because of issues with the lines and where they must go.

The county inspector did not do a final inspection on the septic when we first had it checked out and we believe this has stemmed from issues of the final inspection. Who is at fault in this case? Do I have a case against the county or state because of the destruction of our buildings because of their mistake? Someone please help.

Not too likely since the county could likely assert a claim of soverign immunity as a defense to any lawsuit which you might file regarding this matter.
