we had a verbal agreement,for a vehicle sale, the other party, sold the vehicle off piece by piece and still hasn't paid for it. What can we do, our finaces are limited?

You could sue this apparent SOB in your local small claims court
for up to $5K for the cost of the filing fee of around $50.
