Legal Question in Traffic Law in Virginia

here we go.... back in 2001 i got a dwi in state(1) and had to do classes for it and that was done. in 2003 i got a dui and had to go to jail for 3 days state(2) and that was that. then i move and to state (3) and got a refusal and had suspinsion for a year and that was that. i reciently got them back from state 3 and did my tests and all that and 2 weeks later i get a letter in the mail sayin that i have to pay this state restitution and get a breath machine with goin to classes after they already 2 weeks prior gave me my liscense. i thought once you get tried that was that. isnt that like double jepordy. i called boths states and state(2) sayed theres nothing held against me and state (2) said that they dont do breath machines on cars so whats the best thing for me to do. i'm currently revoked and i dont understand why i have to pay this state when everything has been taken care of.

Driving is a privilege in the Commonwealth and not a right and the DMV can set the rules as to when that privilege may be revoked. Your task now is to contact DMV to request that they explain exactly under what current rule and/or regulation that your driving privileges have been revoked after your license was apparently approved a mere two weeks prior to this revocation.
