Legal Question in Traffic Law in Virginia

Fugitive file (Virginia)

I want to know what a fugitive file is and what it means exactly. I went online for a relative who had some traffic tickets that he thought were taken care of because his attorney went to court on his behalf to fight them and supposedly won. My relative did not go to court that day because the attorney said that he did not need to go since he had to work that day. Needless to say that when I went online the Final Disposition in District Court is listed as Fugitive File for both his traffic tickets and on top of that they charged him also with a failure to appear! I live in the state of Virginia

A fugitive file would likely mean that a capias(arrest warrant)has been issued by a court for a defendant's failure to appear at a scheduled hearing and that the warrant could be executed at any time that the defendant is located.
