Re: My license was suspended in 1997 .

You failed to mentioned the basis for the civil suit in Virginia. If it involved an auto collision and damage for which you were found to be responsible, and a judgment was entered against you which you haven't paid, the suspension of your driving privilege in the Commonwealth of Virginia could continue indefinitely until the judgment has been satisied.

However, if you now reside in Pennsylvania, your best approach is to go down to the DMV in Pennsylvania and apply for a license and determine

exactly what you must do to be eligible for a license in that state. (Pennsylvania may not necessarily be aware of the prohibition on your driving privilege in Virginia.)
