Suspended Liscence in different states

My friends residence is in Michigan. Lisence and all. In Virginia earlier this year he was pulled and cited for a D.U.I. His lisence was suspended for a year. Then was changed to restricted for going to and from alcahol classes. He has only been here for the reason of going to those classes. Approx. a month and a half before they suspended the lisence in Virginia. It was suspended in Michigan for unpaid child support fine. A few weeks ago he was pulled over for speeding and his motorcycle was impounded for a mandatory 30 days because his liscence was suspended in Va. for D.U.I. My question is. If they were taken away already in Michigan. His actuall residence. Wouldn't that mean that thats the suspension he should have been cited for. Seeing as though there were already taken well before he got the Dui here? That would mean that any agreement with Va.is void right. If that be the case that would mean since that wasn't Dui related that they had no right to take his bike. Can you help.

No, you're wrong. Your friend's privilege to operate a motor vehicle in the Commonwealth was suspended and not his license which is controlled by DMV authorities in Michigan.

When he was found to have violated that prohibition, Virginia authorities then were then legally empowered to impound his bike.
