Legal Question in Traffic Law in Virginia

My daughter parked in a handicap parking spot infront of a video store, no other parking available. She did not turn off the car or close the door and droped the videos in the outside drop off slot and got back in her car. the whole stop about 15 seconds. A police officer pulled up behind her and made her move to a slot that had oppened up down the parking lot and he wrote her a ticket for $150.00 + $56.00 processing fee if she mails it in. Should she go to court to try to get it reduced or should she pay the fine? She works full time and goes to school full time at night.
