Father died and has outstanding hospital and nursing home bills

Can the only surviving heir (son), negotiate with hospital billing in Virginia, nursing homes in Texas and make an offer to resolve the debt by offering half the amount of the final debt to each? Father left a small estate (less than 50K), no will, and son inherited funeral expenses and was medical power of attorney.

Son of deceased father is not responsible for father's medical expenses incurred while he was alive even though son had medical POA which ceased to be legally operative upon father's death.

Father's estate is responsible for these expenses, and as the administrator of this estate, the son is free to negotiate with father's medical creditors to settle claims, using whatever estate assets that may be available to pay these claims.
